Announced by UNESCO in 1999, International Mother Language Day celebrates cultural diversity and commemorates the “language martyr” students of 1952 Bangladesh. These students are honoured for their encouragement of multiculturalism and the promotion of protective measures for endangered languages. It’s hard to imagine the challenges faced by students who have been ordered to learn in a foreign language because without linguistic inclusion, there is no equal access to education. Current International Mother Language Day events include multicultural festivals where many languages and voices are heard. Aiming at social cohesion, cultural awareness, and tolerance, communication which connects individuals to culture and personal identity are valued and encouraged.
Research Network has been newly established within AILA to promote international research into the History of Language Learning and Teaching
Website: http://hollt.net Background: AILA - L'Association Internationale de Linguistique Appliquée or International Association of Applied Linguistics http://www.aila.info/en/about.html) - has a changing portfolio of Research Networks (ReNs). They are approved for three years, are renewable once, and are not generally expected to last for longer than six years. They receive no financial support from AILA, nor can they charge for membership, in other words they have no budget of their own for activities. All ReNs are required to organize a symposium at the AILA Congress, which happens every three years (the next one is in Rio de Janeiro, in 2017). Beyond this, the Research Networks are largely autonomous and decide on their own activities. In January 2015 the AILA Research Network committee approved a proposal submitted by Giovanni Iamartino (Milan), Friederike Klippel (Munich), Nicola McLelland (Nottingham) and Richard Smith (Warwick) to found a Research Network for the History of Language Learning and Teaching (HoLLT). This AILA Research Network can be seen as the extension of an AHRC-funded network project (2012-2014) coordinated by Nicola McLelland and Richard Smith. The principal activities of the previous project consisted of two workshops (December 2012 in Nottingham and June 2013 at Warwick, both in the UK) and an international conference in Nottingham in July 2014. At the 2013 Warwick meeting, representatives of a number of existing national and language-based associations (APHELLE, CIRSIL, the Henry Sweet Society, PHG, SEHEL and SIHFLES) agreed that a further intensification and internationalization of networking would be desirable. Emerging from this background, the AILA Research Network for the History of Language Learning and Teaching is intended to provide a forum which existing national and language-based associations (see 'Links' tab on the website) can take advantage of to communicate with one another and build research collaborations, and which can provide them with additional publicity, thus helping to strengthen them. At the same time, a major function of the Research Network is to serve individual researchers interested in the history of language learning and teaching for whom no dedicated national or language-based association currently exists. EUROSLA 25, the 25th Annual Conference of the European Second Language Association

Not a Small World After All
Overall enrollment in foreign language courses is down for the first time since about 1995, and enrollments in major European languages -- including Spanish -- are way down, according to a new report from the Modern Language Association. Language advocates aren’t sure what’s caused the drop, and say it’s too soon to tell whether it’s a fluke or the beginning of a new trend away from foreign language study. But they’re calling for a renewed effort in helping students see the value in upper-division language classes, which could be helpful to them in their careers.

ECML Call for submissions
At the core of this Call for submissions for the ECML programme 2016 - 2019 lie the interrelationship between quality education and quality language education. Language is at the root of all learning: all teachers, irrespective of sector or subject area, have a role to play in developing the linguistic and intercultural repertoires of their learners. This is reflected in the title: LANGUAGES AT THE HEART OF LEARNING. This Call builds on the expertise, networks and most successful outputs of the past 20 years of ECML operation in both Europe and beyond. It aims to take the underlying principles of the current programme 2012-15 to the next level of innovative development and practical implementation in a wide range of European language-learning environments with the ultimate goal of improving access to quality education for all.

RUKUM, JAN 14 - The use of students’ native language during teaching as adopted by schools in Kakri VDC in the district has proved effective as the number of students enrolling in the school has increased by 40 percent with cent percent attendance. According to the District Education Office (DEO), the use of native language has not only proved effective but also helped increase the quality of education.

First official institution for Danish Sign Language
Following a legal provision for Danish sign language May 31th 2014 a Danish Sign Language Board will be established from 2015 under the auspices of the Danish Language Council. The tasks of the new language board will be to provide principles and guidelines for the documentation of Danish Sign Language and to provide information and give advice on Danish sign language.

Welcome Croatia!
The European Union and of course EFNIL as well welcomes its 28th Member State. On 1st July 2013 Croatia joins the European Union, increasing the number of EU official languages to 24. DG Translation welcomed the new Member State with a flag ceremony in Luxembourg , which was webstreamed live. Androulla Vassiliou (Commissioner for Education, Culture, Multilingualism, Sport, Media and Youth), Rytis Martikonis (Director-General of DG Translation) and Miljenka Prohaska Kragović, (Director of the Translation Centre of the Croatian Ministery of Foreign Affairs) provided the official welcome, accompanied by representatives of the Croatian diplomatic corps and the staff of the European institutions. To start and end the ceremony, Nikolina Korečić (translator at DGT and professional opera singer) performed the Croatian and European anthems.
Minority Rights Summer School Budapest – 2013 Norms and Practices in Central and Southeast Europe Budapest, Hungary, 4 – 10 August 2013
The National University of Public Service (NUPS) in co-operation with the Tom Lantos Institute is organizing its first international Summer School on Minority Rights with a special focus on the implementation of norms in Central and Southeast Europe. The Summer School will host 30-35 participants from Europe and elsewhere. It offers a forum to discuss relevant practices and research issues related to minorities with leading experts and practitioners in the field of ethnocultural diversity management. The principal focus of the forum is the implementation of minority rights standards from a legal and political perspective in Central and Southeast Europe. An overview of the international minority protection regime (norms, institutions and mechanisms) is complemented with the analysis of the diverse macro-political approaches to the management of ethnocultural diversity in this region. This is followed by the presentation of specific case studies of minority rights implementation including Hungary, Romania, Serbia and Kosovo. The forum pays special attention to the role of civil society in both norm-creation and norm-adherence in the field of minority protection. Presentations are multi-disciplinary combining law, political sciences, anthropology and sociology.

The aim of the workshop is to discuss the diachronic and systematic relations between the different types of non-overt subjects from various theoretical and empirical angles. Features in Phonology, Morphology, Syntax and Semantics: What Are They?

But the nature of the features themselves is often not explicitly addressed. In this conference we focus on the nature of features across phonology and syntax and related domains of linguistics. One group of questions concerns the ‘grounding’ of features in substance or content. For example, phonological features may be grounded in phonetics, and syntactic features may be grounded in semantics. Innatist traditions have sometimes posited innate universal inventories of grounded features. The ‘substance-free’ movement in phonology argues instead that the formal properties of features can and should be radically dissociated from their grounding in content. Sign language phonology would seem to support this position, as the featural system of sign language phonology operates with a completely different set of articulators from those used in spoken languages. Minimalist syntax also frequently promotes the dissociation of formal properties of features from their content (as in the proposal that tense is simply one of a variety of ways in which Infl may be ‘grounded,’ favored in Indo-European languages but with various other languages opting for other content for Infl). Such proposals raise many questions concerning how feature systems are constrained to be uniform across languages and to what extent they are free to vary. The radically opposing view in phonology denies the existence of categorical features altogether and attempts to model phonological patterns as statistical computation of phonetic data.

Conference theme: Dominated Languages in the 21st Century Although linguistic plurality and its socio-political stratification or outline in dominant and dominated languages is subject to constant and accelerating change due to global migration, the general perception of minorities - at least in Europe - is still based on strangely romantic folkloristic notions of the 19th century, namely as rural, conservative, immobile relics of another (archaic) culture with another language. This admittedly pointed definition, which implicitly also reflects the European nation state ideology, negates all socio-political and socio-cultural developments of the last decades. At least some aspects of this definition – first and foremost the "otherness", but when it comes to so-called indigenous minority languages also all other aspects of the definition – still dominate the public discourse on minorities and minority languages. This discourse of otherness in contrast to the established and postulated normality of the majority always insinuates a sense of inferiority of minority groups and languages.

Workshop Minority Languages in a Multilingual Europe
During the 34th TABU Dag, an annual linguistic conference in Groningen, The Netherlands, a workshop on minority languages in a multilingual Europe will be organised on Thursday June 13th 2013 from 13:30 until 18:00. In Europe, 23 official languages and more than 30 regional and minority languages are spoken. The European Union considers respecting and protecting the linguistic diversity within the European Union to be one of its most prominent responsibilities, because it forms the cultural identity of its citizens. But how can this goal be achieved, with so many languages and language varieties being spoken in the European Union, the smallest of them sometimes only by around 1000 speakers? How can a minority language be maintained in a period of globalisation? Are language policies the way to maintain a minority language or can they sometimes be counterproductive? Which other factors play a role?

Odin, Koreja: Europe’s top multilingual, multicultural theatre
The Italian theatre company Koreja is inspired by the legendary performance art theatre, Odin Teatret. The Danish ‘company of exiles’ employs foreign actors come from all walks of life and agree on one philosophy: ‘always live a new life offstage’. The 2012 teatro dei luoghi festival is taking place on the outskirts of the city in Borgo Pace, the headquarters of the Koreja theatre company, called cantieri teatrali Koreja in Italian. From FYROM/ Macedonia* to England via Slovenia, the company is known for bringing together languages and theatrical traditions onstage. The town or city that their plays are performed in benefit from the colour of multilingualism and diverse arts this theatre begins.
