Minority Rights Summer School Budapest – 2013 Norms and Practices in Central and Southeast Europe Budapest, Hungary, 4 – 10 August 2013
The National University of Public Service (NUPS) in co-operation with the Tom Lantos Institute is organizing its first international Summer School on Minority Rights with a special focus on the implementation of norms in Central and Southeast Europe. The Summer School will host 30-35 participants from Europe and elsewhere. It offers a forum to discuss relevant practices and research issues related to minorities with leading experts and practitioners in the field of ethnocultural diversity management. The principal focus of the forum is the implementation of minority rights standards from a legal and political perspective in Central and Southeast Europe. An overview of the international minority protection regime (norms, institutions and mechanisms) is complemented with the analysis of the diverse macro-political approaches to the management of ethnocultural diversity in this region. This is followed by the presentation of specific case studies of minority rights implementation including Hungary, Romania, Serbia and Kosovo. The forum pays special attention to the role of civil society in both norm-creation and norm-adherence in the field of minority protection. Presentations are multi-disciplinary combining law, political sciences, anthropology and sociology.
The outcomes of this initiative are:
Have an overview and an understanding of the dynamics and dilemmas of the current international minority protection regime; Understand the major models of norm implementation mechanisms; Develop an overview of the existing constitutional approaches to the management of ethnocultural diversity in the region; Assess critically the specific country cases of minority rights implementation; Understand the role and effect of civil society contributions to norm emergence and norm adherence in the field identity politics.
The Summer University is a space for meeting and consulting with authoritative academics, practitioners, civil servants and decision-makers where participants have the possibility to share their own experiences and present their research projects for discussion.
The participation fee is 100 euros.
This fee covers tuition, accommodation, meals and cultural events.
The NUPS offers 15 full scholarships which cover tuition, accommodation, meals and cultural events for selected participants.

Why participate in the Summer School?
This first “Minority Rights Summer School” focuses on the regional challenges of minority protection and ethno-cultural diversity management. Participants develop an overview of the existing international minority protection regime and become more familiar with the existing minority protection policy regimes in Central and Southeastern Europe. The Summer School provides inter-active academic lectures, networking opportunities for stakeholders operating in the field of minority protection and an opportunity to share experiences and discuss your own research projects. Hard work is complemented with interesting and informative cultural events.
Who is eligible for full scholarships?
Scholarships are primarily offered to applicants coming from CEE and SEE (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Estonia, Former Yugoslav Republic of Macedonia, Hungary, Kosovo, Latvia, Lithuania, Montenegro, Poland, Romania, Serbia, Slovakia, Slovenia).
Applicants for scholarship have to have:
current interest or work in the field;
motivation to improve their understanding and skills; and plans for future activities or career where they can use the knowledge and skills acquired.
Location and Institutions
The Summer School will be hosted by the NUPS Faculty of Public Administration in Budapest, Ménesi út 5. on Gellért Hill, in a nice green environment, close to the city center. Accommodation and meals will be offered in the dormitory of the Faculty at the same place.
